EVALUATION TIMELINESS REPORT

1. Purpose. The content of this message reflects current, and announces future, Army policy and will become effective based on implementation timelines and remain in effect for 6 months from dissemination or until such time as the new edition of AR 623-3 is published.

3. This message announces that as of 1 Jul 07 DCS, G-1 is authorized to post, annually, a report that displays submission rates for military evaluations in individual officer and NCO senior rater Official Military Personnel Files as part of the Senior Rater Profile. Once posted, this document will be available for review for career and selection board decisions. DCS, G-1 will start tracking information with OERs received at HQDA on 1 Jun 07 and NCOERs received at HQDA on 1 Oct 07.

4. This message applies to all Regular Army (RA), Army National Guard of the United States (ARNGUS) and United Statues Army Reserve (USAR) Soldiers.

5. Execution Schedule Specifics (applicable to all components):  
 
     a. Information on OER and NCOER submissions is available in a variety of online applications. Formats for this information will be updated and expanded as soon as possible to reflect the actual report format.
 
     b. Since Jan 07: Information on OER submissions has been available in the Active Component Online Senior Rater Profile application, compiling information on reports received at HQDA on and after 1 Jan 07. This allowed senior raters an opportunity to monitor their system’s effectiveness. HQDA will reconfigure this report to reflect only OERs received after 1 Jun 07 and NCOERs received after 1 Oct 07. Between 15 May 07 and 30 Aug 07 the OER submissions information will expand to include USAR and ARNG OER under a single OER Senior Rater Profile. Exact date for this change will be released by separate MILPER message
 
    d. Between 15 May 07 and 30 Aug 07: At implementation of the OER Single Senior Rater Profile (exact date to be announced via separate MILPER message) the submissions requirement for all military evaluations (i.e., OER, NCOER, and AER) will be synchronized to 90 days, regardless of component. This change primarily impacts USAR and ARNGUS OERs as it is a reduction from previous requirements.
 
    e. 1 Jun 07: Compilation begins for OERs received at HQDA on and after 1 Jun 07.
 
    f. Expected by 1 Oct 07: Senior Raters of NCOERs will be able to access their individual Evaluation Timeliness Reports using the same application currently being used for OER Senior Rater profiles and OER Senior Rater Evaluation Timeliness Reports.
 
    g. Expected by 1 Oct 07: Official compiling begins for NCOERs received at HQDA on and after 1 Oct 07. Specific OMPF posting guidance and dates are still to be determined based on coordination with existing board schedules.
 
6. There are several initiatives impacting a senior rater’s and commander’s execution of effective evaluation management systems.
 
    a. Item: In Sep 06, as part of HRC consolidation, command and control for evaluation policy and processing of OERs, NCOERs, and AERs resides with the POC. Impact: Provides one location for information and access to information.
 
    b. Item: PureEdge Forms and My Forms on AKO. Impacts: Using AKO My Forms, PureEdge forms with embedded assistance and electronic signatures prevents many administrative errors and reduces preparation time. My Forms has a tracking capability that supports accountability at unit levels. Active Component OER can be submitted to HRC electronically using My Forms. All OER will be able to be submitted electronically when the Single OER Senior Rater Profile starts. NCOER will be added as soon as possible. My Forms eliminates the need to know where to send a report and any special mailing costs.
 
    c. Item: OER Single Senior Rater Profile (15 May 07 - 30 Aug 07). Impacts: Senior raters maintain one profile, on reports required a Part VII.b. box check, separated by grade of rated officer. Upon execution, all OERs will be mailed to HRC Alexandria address. Officer AERs will be mailed to the HRC Alexandria address if they do not need prior processing at career management divisions per AR 623-3, Evaluation Reporting System. All reports will be due to HRC within 90 days of THRU date of the report. Specific details will be outlined in the execution MILPER message.
 
    d. Item: Creation of Single Evaluation Processing System (OERs and NCOERs) (expected Aug 07). Impacts: By this date OER information is already in one location. NCOER information for Active and USAR Soldiers will be accessible through the same application, Interactive Web Response System (IWRS), located on the HRC Website. The Evaluation Timeliness Report will start reflecting this NCOER information. Upon execution, NCOERs will be mailed to the HRC Alexandria address. Enlisted AERs will be mailed to the HRC Alexandria address if they do not need prior processing at career management divisions per AR 623-3, Evaluation Reporting System. Processing requirements for ARNG NCOER will not change and will remain at the State level.
 
7. Additional information and assistance for all these initiatives will be available on S1 Net Evaluations Section and HRC Website Evaluations Page. As new items roll out we will update the information via the same information channels. Information on the website will include samples of the reports, answers to anticipated questions, and briefing slides.
