THE CONTENT OF THIS MESSAGE REFLECTS CURRENT, AND ANNOUNCES FUTURE, ARMY POLICY AND WILL BECOME EFFECTIVE BASED ON IMPLEMENTATION TIMELINES AND REMAINS IN EFFECT FOR 6 MONTHS FROM DISSEMINATION OR UNTIL SUCH TIME AS THE NEW EDITION OF AR 623-3 IS PUBLISHED. 2. REFERENCES: A. AR 623-3, EVALUATION REPORTING SYSTEM, DATED, 15 MAY 2006. B. DA PAM 623-3, EVALUATION REPORTING SYSTEM, DATED, 15 MAY 2006. 3. THIS MESSAGE IS TO ANNOUNCE CONSOLIDATION OF THE OER SENIOR RATER PROFILE CURRENTLY SEPARATED BY COMPONENT AND RATED OFFICER GRADE, INTO A SINGLE OER SENIOR RATER PROFILE SEPARATED BY GRADE. CONSOLIDATION WILL OCCUR BY SUMMER 2007. 4. THIS MESSAGE APPLIES TO ALL REGULAR ARMY (RA), ARMY NATIONAL GUARD OF THE UNITED STATES (ARNGUS) AND UNITED STATES ARMY RESERVE (USAR) SOLDIERS. 5. THE EVALUATION REPORTING SYSTEM (ERS) IS CHANGING TO ADAPT TO THE ARMY’S ENVIRONMENT; HOWEVER, BASIC FOUNDATIONS REMAIN: EVALUATE TODAY’S SOLDIERS TO SELECT AND DEVELOP TOMORROW’S LEADERS. THE ARMY IS CHANGING APPLICATION OF THE SENIOR RATER PROFILE WITHIN THE OFFICER EVALUATION REPORTING SYSTEM (OERS). CURRENTLY, SENIOR RATERS CONSIDER THEIR PROFILED BOX CHECK (PART VII.B.) SEPARATED BY GRADE AND COMPONENT (ACTIVE, ARMY RESERVE, AND ARMY NATIONAL GUARD). IN THE FUTURE SENIOR RATERS WILL CONSIDER THIS ASSESSMENT, AND REPORTS WILL BE PROCESSED AT HQDA, USING A SINGLE OER SENIOR RATER PROFILE SEPARATED ONLY BY GRADE. EXACT DATE OF IMPLEMENTATION WILL BE ANNOUNCED IN A SEPARATE MILPER BUT IT IS EXPECTED TO OCCUR BETWEEN 15 MAY 07 AND 30 AUG 07. 6. A SEPARATE MESSAGE WILL BE RELEASED ANNOUNCING SPECIFIC TRANSITION DATES, ADMINISTRATIVE CHANGES, AND IMPLEMENTATION GUIDANCE. THE ACTUAL IMPLEMENTATION DATE IS BASED ON THE CONSOLIDATION OF EVALUATION PROCESSING TECHNOLOGIES AT HQDA AND COORDINATION WITH ALREADY SCHEDULED SELECTION BOARDS. 7. CURRENTLY, RATING OFFICIALS MAKE ASSESSMENTS OF PERFORMANCE AND POTENTIAL AGAINST A STANDARD--ARMY VALUES, A LEADERSHIP DOCTRINE FRAMEWORK, THE ORGANIZATION’S MISSION, AND A SOLDIER’S PARTICULAR SET OF DUTIES, RESPONSIBILITIES, TASKS, AND OBJECTIVES USING A SERIES OF BOX CHECKS, NARRATIVES, AND EVALUATION RATING TECHNIQUES. THIS WILL NOT CHANGE. CHANGING THE SENIOR RATER BASE OF CONSIDERATION FOR THIS PARTICULAR BOX CHECK (PART VII.B) IS REQUIRED TO MEET OUR FUTURE AND THE OPPORTUNITIES OF OPERATING AS “ONE ARMY.” CONSOLIDATION WILL ALLOW SENIOR RATERS TO ACCURATELY ASSESS ALL OFFICERS AS “ONE ARMY” AND NOT BE BOUND BY THE CONSTRAINTS OF A SYSTEM DESIGNED AT AN EARLIER TIME. 8. A SINGLE POINT OF ENTRY WILL PROVIDE SENIOR RATERS THE ABILITY TO EFFECTIVELY AND EASILY EXECUTE SENIOR RATER MANAGEMENT PLANS. CURRENTLY, SENIOR RATERS MUST ACCESS THREE SEPARATE WEBSITES TO OBTAIN THEIR SENIOR RATER PROFILES FOR THE THREE COMPONENTS OF THE ARMY; ACTIVE - HTTPS://WWW.HRC.ARMY.MIL/INDEXFLASH.ASP , USAR - HTTPS://WWW.HRC.ARMY.MIL/SITE/PROTECT/RESERVE/INDEX.HTM , AND ARNG - HTTPS://GKO.NGB.ARMY.MIL/LOGIN/WELCOME.ASPX . AT CONSOLIDATION PROFILES MAY BE ACCESSED AT: HTTPS://WWW.HRC.ARMY.MIL/INDEXFLASH.ASP 9. AT TIME OF CONSOLIDATION, SUBMISSION TIMELINE REQUIREMENTS WILL CHANGE TO 90 DAYS FOR ALL COMPONENTS AND ALL TYPES OF EVALUATIONS (OER, NCOER, AND AER) FURTHER SIMPLIFYING RULES FOR RATING OFFICIALS. THIS CHANGE RESULTS IN ALL ARMY EVALUATIONS BEING HELD TO THE SAME SUBMISSIONS STANDARD ENHANCING SUPPORT TO THE SINGLE OER SENIOR RATER PROFILE AND THE ABILITY TO PROCESS 100% OF OERS IN AN ACCURATE AND TIMELY MANNER. 10. AT TIME OF CONSOLIDATION SUBMISSION ADDRESSES FOR OER WILL CHANGE TO A SINGLE ADDRESS SIMPLIFYING PROCESSES FOR RATING OFFICIALS AND HUMAN RESOURCES PERSONNEL. ELECTRONIC SUBMISSION IN MY FORMS ON AKO WILL EXPAND TO COVER OER FROM ALL COMPONENTS. 11. CLOSEOUT OERS FOR IMPLEMENTATION OF THE SINGLE SENIOR RATER PROFILE ARE NOT AUTHORIZED. 12. SENIOR RATERS HOLDING PROFILES ON OFFICERS IN ONLY ONE COMPONENT WILL NOT BE AFFECTED EXCEPT THAT THEY WILL COMPLY WITH CHANGES IN ADMINISTRATIVE REQUIREMENTS. SENIOR RATERS HOLDING PROFILES ON OFFICERS IN MORE THAN ONE COMPONENT WILL HAVE THEIR EXISTING PROFILES COMBINED INTO ONE AND WILL COMPLY WITH CHANGES IN ADMINISTRATIVE REQUIREMENTS. IF, BY COMBINING PROFILES, A SENIOR RATER EXPERIENCES AN ABOVE CENTER OF MASS (ACOM) PROFILE PERCENTAGE THAT IS EQUAL TO OR GREATER THAN 50% FOR ANY RANK THERE WILL BE SEVERAL OPTIONS AVAILABLE. THESE OPTIONS WILL BE DETAILED IN THE EXECUTION MILPER MESSAGE. 13. THIS ADJUSTMENT DOES NOT CHANGE OR ALTER THE SENIOR RATER’S RESPONSIBILITY. SENIOR RATERS ARE RESPONSIBLE, BASED ON THEIR GRADE AND YEARS OF EXPERIENCE, FOR ASSESSING THE RATED OFFICER’S POTENTIAL. POTENTIAL IS A PERFORMANCE-BASED ASSESSMENT OF THE RATED OFFICER’S ABILITY, COMPARED WITH OFFICERS OF THE SAME GRADE WHO THE SENIOR RATER RATES OR WILL RATE, TO PERFORM IN POSITIONS OF GREATER RESPONSIBILITY IN HIGHER GRADES. THIS ASSESSMENT APPLIES TO ALL OFFICERS, REGARDLESS OF COMPONENT. PARTICULARLY IN MULTI-COMPONENT ENVIRONMENTS THIS INITIATIVE REINFORCES THE SENIOR RATER’S ABILITY TO PROVIDE FAIR AND EQUITABLE ASSESSMENTS BASED ON PERFORMANCE AND POTENTIAL REGARDLESS OF COMPONENT. THIS IMPROVES ASSESSMENTS AND IS AN INVESTMENT TO SELECTIONS OF THE ARMY’S FUTURE LEADERS. 14. HRC WILL EVALUATE THE SINGLE SENIOR RATER PROFILE INITIATIVE 18 MONTHS AFTER EXECUTION TO ASSESS THE EFFECTIVENESS AND DETERMINE ANY IMPROVEMENTS THAT MAY BE NECESSARY. 15.
