What is the process for missing NCOERs. During an Iraq deployment in 2002, the NCOER from the end of that tour never made it to HQDA, there's no signed hard copy and I'm not in that unit any longer. Is there something I can do with an upcoming SFC board next year? I appreciate any guidance.

You'll have to contact your previous unit to get a copy. They may have a copy on file but since this was six years ago you'll be lucky if they do. If they don't you'll have to do some investigative work to either track it down or have it re-created.

As the Rated NCO should always be the last one to sign the NCOER it is always in your best interest to make a copy of it at that time for your personal records.

The board does not usually look favorably on "missing NCOERs". Though the Rated NCO may not be at fault, ultimately, it is every NCOs responsibility to maintain accountability of their own records.

If you are not able to get a copy or get it re-created you could submit a MFR to HQDA stating that the missing NCOER was lost and that you were unable to re-create it for whatever reason i.e. rater and senior rater are no longer in the Army etc... This may not help you on the board but at least it shows a little initiative in trying to solve the problem.

As previously stated the best way to solve the problem is to get someone in the unit to redo the NCOER. That being the case you have a few options:

1). Identify the problem in a letter to the President of the board and explain you have made every effort to correct the problem.

2). Your gaining unit should have followed the following guidance

Q: What is a gap?
A: A gap is the period of a missing NCO-ER. EREC now process reports if there is a previous missing evaluation. The gap is not to cover a period of non-rated time, i.e., a previous unit fails to issue or generate a report. If a report is not generated the next unit will cover that period on their NCO-ER as non-rated time and include the appropriate non-rated code.

I appreciate this guidance, I will discuss this further with my CSM. I was a newly promoted sergeant during the NCOER in question, and didn't receive a lot of mentorship during that time. Thanks again!
