1. Counseling statements can be back dated provided the soldier was actually verbally counseled on the date in question. If not you would simply counsel the soldier today and put todays date as the date of counseling. You can reference events by date as they happened in the key points of discussion section. For example, on 02FEB08 you were late for formation . . . etc.
2. Since the soldier is transferring to a different unit your feeling that the Squad Leader is out of luck is correct since counseling statements don't travel with the soldier to their next unit. It states this on the bottom of the 4856 under Other Instructions - This form will be destroyed upon: reassignment. . . etc.
