AR 600-8-22 is constantly changing and desperately needs updated. The rules on the OSR, ACM, ICM, and other awards for deployments have changed, but they haven't updated the regulations. You got to dig for the MILPER messages on HRC's website to find the authorized updates. Eventually Army pubs will get around to releasing an update.
