Can A Leader Verbally Counsel Me And Then Formally Counsel Me On The Same Day For The Same Thing?

There is nothing wrong with documenting a verbal counseling. It simply makes a record of the discussion. Is it legal? Yes. Is it proper? That depends on the situation and the leader needs to make this call. Something very minor in nature that can be corrected quickly and will most likely not happen again in the future probably does not require documentation. If a Soldier is late to work and was verbally counseled a written counseling might be appropriate.
