Can a Soldier be Counseled on Hearsay?

Can a soldier be counseled solely based on hearsay? I had my commander and 1SG try to counsel me solely based on what they were told by another NCO. The other NCO was told by his subordinates that I said something to them disrespectfully, however, the NCO himself was not present during the conversation.

Yes they can counsel you but it would probably be difficult to go for an Article 15. You could chose to disagree with the counseling and tell your side of the story.
