Can I be Counseled and then be giving a modified counseling for the same thing?

If they want to modified the counseling statement there should be no problem with that. You can still disagree and write down your reasons for disagreeing. Since you know you will most likely disagree with the counseling it might be a good idea to sit down and write up your rebuttal now in a calm, unemotional, and professional manner that focuses on the facts. You can bring up the fact that the you already received one counseling statement.

Yes you must still follow the plan of action even if you disagree with the counseling.
